Reserve Bank of New Zealand Rate Decision

New Zealand has a claim to have invented modern inflation targeting: in 1990 it became the first country to give its central bank an explicit numerical inflation goal agreed with the government. That legacy still shows in the Reserve Bank of New Zealand's approach, which tends to be forthright in publishing its own projected path for the Official Cash Rate, the interest rate it pays on settlement balances held by banks.

Policy is set by a Monetary Policy Committee of internal and external members, who seek consensus and report through a record of their meeting rather than a named vote. Decisions are announced seven times a year. Three or four of these come with a full Monetary Policy Statement and a press conference, which is where the rate track and forecasts are updated; the others are shorter reviews. Markets have learned to pay close attention to changes in the projected path, since it is a relatively explicit signal of intent.

Because Wellington is ahead of most financial centres, the announcement lands during the Asian morning or late evening in New York and Europe, when liquidity in NZD/USD is thin. Moves on the day can therefore be abrupt. The kiwi is also influenced by dairy export prices, Australian data and global risk sentiment, which can amplify or offset the domestic decision.

Housing is particularly important to the transmission of policy in New Zealand. Quarterly CPI, labour-market figures and the bank's own survey of expectations are the key data before each announcement.
