About Bank of Canada Rate Decision

Canada's central bank targets the overnight rate, the interest rate at which major financial institutions borrow and lend one-day funds among themselves. Decisions are made by the Governing Council, a group of the Governor, the Senior Deputy Governor and several deputies, which operates by consensus rather than by formal vote. That means there are no published dissents; since the bank began releasing a summary of deliberations a couple of weeks after each decision, markets have had more insight into internal debate.

The inflation-control framework, renewed with the federal government every five years, commits the bank to keeping inflation near the midpoint of a target band. Four of the eight announcements each year come with the Monetary Policy Report, which includes new projections and more detail. The Governor and Senior Deputy Governor hold a press conference after every decision, a practice that has made intermeeting guidance clearer.

The Canadian economy is closely tied to the United States, which buys the large majority of its exports, and to commodity prices, especially oil. That shapes how the loonie reacts. USD/CAD often responds as much to the gap between Canadian and US rate expectations as to the decision alone, and Canadian bank stocks and bond yields react in step. Household debt and a high share of variable or short-term mortgages mean rate changes reach consumers faster than in some other countries.

Canadian inflation data and the Labour Force Survey are the releases most closely watched ahead of each announcement, along with the bank's quarterly Business Outlook Survey.
